本講習は、鉛調査官（Lead Inspector）を対象としたものです。本資格保有者のみが、現場内のペイントチップ、土壌、ダストワイプサンプルの採取を実施が許可されています。クリアランスを採取する第三者機関のPQPも、この資格を必要とします。
This course is designed for Lead Inspectors. Only individuals who hold this certificate are authorized to collect paint chip samples, soil samples, dust wipe samples within project sites. The third-party organization that collects clearances, the PQP, also requires this certificate.

建築物内に使用されている鉛含有塗料の特定、目視調査、サンプリング、状態評価を適切に実施するための専門的知識と実務能力の習得を目的としており、米国環境保護庁（EPA）の規則に基づく調査手順、試料採取方法、分析方法の概要、ならびに報告書作成要件について理解します。米軍基地で勤務されるサンプリングプランやインスペクションレポート(調査報告書)をレビューする担当者も、通常、この資格を取得しています。
The course provides the professional knowledge and practical skills necessary to properly identify lead based paints (LBPs) in buildings, conduct visual inspections, collect bulk samples, and assess material conditions. Participants will gain an understanding of inspection procedures, sampling methodologies, an overview of analytical requirements, and reporting standards in accordance with the regulations of the Environmental Protection Agency (EPA). Personnel working on U.S. military bases who are responsible for reviewing sampling plans and inspection reports typically obtain this certificate as well.
