本講習は、アスベスト除去工事を統括する請負業者/監督官（Contractor/Supervisor）、除去作業現場に常駐する監督官（コンペテントパーソン）を対象としたものです。本初期講習では、日本の石綿作業主任者とは異なるEPAおよびOSHAの規則について学び、作業時の防護措置や環境測定の目的を再確認します。通常、監督官として現場に常駐する職長や、契約内容に基づく施工状況を把握する米軍基地側のインスペクター、第三者機関のPQP(プライベートクオリファイドパーソン)がこの資格を取得しています。
This course is designed for Contractor/Supervisors who oversee asbestos abatement projects and for on-site supervisors serving as Competent Persons at abatement worksites. Through this initial training, participants will study the regulations of the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA), which differ from Japanese supervisory requirements, and will review the objectives of protective measures and environmental monitoring during abatement activities. This qualification is typically obtained by site superintendents serving as on-site Competent Persons, inspectors working on U.S. military bases who monitor contract compliance, and third-party Project Qualified Persons (PQPs) responsible for independent oversight.

It enhances participants’ understanding of site management responsibilities under the U.S. regulatory framework and clarifies the differences from Japan’s asbestos work supervisor system. The course aims to develop the ability to manage site operations so that work is carried out safely and without environmental contamination, in accordance with project specifications, work plans, and applicable U.S. regulations.
